The interface is the constraint. Along the bottom of a Reel sit the account handle, caption, audio attribution and the call-to-action, and down the right edge sit the like, comment, save and share controls. Meta's guidance is to keep about 14% of the top, 35% of the bottom and 6% of each side clear. In practice the bottom third of a Reels ad is unusable for anything you need read.
Character limits are tighter than Feed. Instagram Reels allows 44 characters of primary text and Facebook Reels allows 40, with a 55-character headline — short enough that the message has to carry visually rather than in copy.
Video Reels ads use the same 9:16 frame and safe zone as the image format, with different limits: MP4 or MOV with H.264 compression, 0 seconds to 15 minutes, and up to 4GB. Minimum width is 250 pixels under 30 seconds and 500 pixels above it. Reels ads additionally cannot carry licensed music, face or camera effects, GIFs, or product tags.
